Scott Fanning
Scott successfully completed the Fundamentals of Engineering (FE) exam in April 2010 and is accredited Engineering Intern in the State of Montana. Scott is the Lead Designer for Stelling Engineers on road and right-ofway design projects. He graduated from Montana State University - North in 2001, and has been employed with Stelling Engineers since that time.
Matt Popa
Matt recently joined Stelling Engineers after being awarded his Master's degree in Civil Engineering with structural emphasis. Matt has been employed with the firm since the summer of 2005. He worked as a summer intern for 5 summers before joining full time after graduating MSU in Bozeman. Matt provides civil and structural engineering support and is an integral part of the Residential Sound Insulation Program for the Great Falls Airport

Kevin O'Donnell, PE
Kevin
recently joined Stelling Engineers as Engineering Manager, located in our Great Falls office. Kevin brings extensive experience as a Team Leader in engineering design and consulting services from both small and large national firms.
Kevin has over 25 years experience in design and construction administration of Municipal, Federal, Educational, Commercial, and Industrial projects. Following ten years as a Principal of a small engineering and surveying design firm, he managed local office operations for branches of Top-50 national engineering consulting firms.
Kevin graduated as a civil engineer from the University of South Carolina in 1984, and pursued Graduate Study in Business Administration at Villanova University.
Mike Beckhoff, PE
Mike
obtained his professional licensure (PE) by passing the Principles and Practices of Engineering. Mike recently joined our team as an Airport Engineer and is a licensed pilot. He attended the University of Wyoming where he received his Bachelor's of Science Degree in Civil Engineering.
Russ Lay, PE
Russell Lay recently obtained his professional licensure in the State of Montana for the Principles and Practices of Engineering. Mr. Lay attended Brigham Young University in Provo, Utah, where he received his Bachelor of Science and Master of Science Degrees in Civil Engineering with an emphasis on structural aspects. Russ has been employed with Stelling Engineers, Inc. since 2005.
Julie Troutt, PLS
Julie Troutt received her Professional Land Surveyor license in October, 2008. Ms. Troutt attended the University of Southern Colorado, where she received her Bachelor's of Science Degree in Civil Engineering Technology. She is a junior member of the Professional Land Surveyors of Colorado. Julie has been employed with Stelling Engineers, Inc. since 2007.

Jeff Walla, PE, has been promoted to Branch Manager of Stelling Engineers’ new office located in Kalispell. Jeff will support Stelling’s aviation planning and design services from the Kalispell office, as well as advance Stelling Engineers’ presence in Western Montana in water, wastewater, and site development.
Jeff has over 13 years experience in planning, designing, and construction of water, wastewater, drainage, and airport projects. He was the Project Engineer and Construction Manager for the Great Falls International Airport Storm Drain Improvement project. Jeff graduated from Montana State University in 1993, and has worked in the Great Falls area as a Civil Engineer since that time.
