Havre Airport 2000 & 2001
Design of a completely new lighting system including a new Medium Intensity Lighting System for Runway 7-25, Runway 3-21, and the parallel taxiways. Special features included "Distance to Go" markers, REIL runway lights, PAPI's, and equipment enclosure for three regulators. All transformers and regulators were replaced and cable was replaced with buried conduit and new cable. A second project in 2001 sealed 20,000 LF of cracks and included a fog coat and remarking of all the airport pavement surfaces
The Havre Airport is located approximately three miles west of the City of Havre and ¾ of a mile south of Highway 2 in Hill County, Montana. The Airport property (719.9 acres), lies in Sections 10, 11, and 15 of Township 32 North, Range 15 East.
The Airport has two paved runways. One is 5,205.8 feet in length by 100 feet wide with a 7/25 orientation. The other is 3,699 feet in length by 60 feet wide with a 3/21 orientation. Additional paved areas include an apron and three taxiways. Taxiways A and B connect Runway 7-25 with the apron, and Taxiway C connects Runways 7-25 and 3-21 with the apron. The runways, taxiways, and apron area are lighted with a medium intensity lighting (MIRL) system. The airport has four existing visual approach slope indicators (VASI) and one Precision Approach Pathway Indicator (PAPI) system. There are also three lighted wind cones at the airport, with one (1) of these being located at a segmented circle. Also located on the site is a rotating beacon and a (V.O.R.) with an overhead light.
Havre Airport Terminal Rehabilitation
Stelling Engineers designed and administered the remodel of the Havre Airport Terminal Building. The project included identifying building requirements to satisfy current FAA guidelines, the Transportation Security Administration (TSA), and applicable building codes.
Three alternatives were reviewed for the project with the individual alternatives identifying costs to: 1) completely rehabilitate the existing building; 2) build a new building on the existing site; and 3) building a new building on a new site. The option to completely rehabilitate the existing terminal building was chosen and included a mandatory lead paint and asbestos survey, roof repair, window repair, and making rest rooms ADA compliant. Construction administration and inspection for the Terminal Building rehabilitation was performed.
Funding was provided by a FAA Grant and the transfer of Non-Primary Entitlement (NPE) funds. Also included was the update of the Airport Layout Plan, and development of land use controls. Construction began in the summer of 2005.

Installation of Lighted Guidance Signs and Minor Pavement Maintenance
Stelling Engineers provided the design, bidding, construction administration, and inspection for the removal and replacement of the unlighted guidance signs at the Havre Airport. The signs needed to be replaced with 16 new lighted guidance signs in order to meet Part 139 (Certification of Airports). A new 15 KW regulator, to replace the existing 7.5 KW taxiway regulator, was also necessary.
Under the FAA grant, crack sealing and removal and replacement of existing deteriorated plant mix patching was also performed. Minor repainting of pavement markings at patching locations and the relocation of two holdline markings on Taxiway “C” was also performed.
